A Risk Manager's Practical Tour of MMSEA Section III

There are misunderstandings and concerns about the impact of the MMSEA III on contemporary healthcare. In this one-hour session, Roberta Carroll will provide an historical context for MMSEA III. She will be joined by Fay Rozovsky who will offer a "nuts and bolts" overview of the MMSEA III requirements as well as an enterprise risk management perspective for managing the operations of this law in healthcare facilities. The presenters will also provide reading material and background information to facilitate a good understanding of MMSEA IIII.

About the Presenters:

Roberta Carroll
Roberta L. Carroll, RN, ARM, CPCU, MBA, CPHRM, CPHQ, LHRM, HEM, DFASHRM, Senior Vice President, Aon Healthcare, based in Tampa, Florida. Previously she was Director of Risk Management Consulting Services and senior vice president and manager of the health care unit, Aon Risk Services of Northern California. She has held a variety of positions, including vice president of risk and insurance management for UniHealth in Burbank, California; senior vice president and manager of the health care unit for Corroon & Black of Illinois; vice president of risk management, claims and marketing for Premier Alliance Insurance Company; trust administrator and risk manager for Premier Hospitals Alliance in Chicago, Illinois, and director of risk management at Mount Sinai Medical Center, Miami Beach, Florida.

Carroll served on the ASHRM board for six years and was president 1995–1996. She has been on the Board of the Southern California Association for Healthcare Risk Management and was one of the founding members, first president, and board member of the Florida Society for Healthcare Risk Management and Patient Safety (FSHRMPS). In addition, Carroll was one of the founders and officers of the Florida Medical Malpractice Claims Council, Inc. (FMMCCI).

She is a Licensed Healthcare Risk Manager (LHRM) in the State of Florida and faculty member for the health care risk management course at the University of South Florida. Carroll is also a faculty member for the ASHRM-sponsored Barton certificate program “Essentials” module. Previously, she was a faculty member for Module 1-The Fundamentals of Health Care Risk Management: Constructing the Comprehensive Program, for eight years. Carroll received a Bachelor of Science degree in Health Services Administration and a Certificate in Emergency Medical Services Systems Administration from Florida International University and a Master of Business degree from Nova Southeastern University.

She is editor of the Risk Management Handbook for Health Care Organizations 2nd (1997), 3rd (2000), 4th (2004) editions, series editor for the 5th edition (2006) and editor of the Student Edition of the Handbook (2009). Carroll has received the following awards: in 1997, ASHRM’s highest honor, the Distinguished Service Award (DSA), 1998 Distinguished Alumni Achievement Award from the School of Business and Entrepreneurship, Nova Southeastern University, Most Contributing Member to Risk Management in 1996 from the Southern California Association of Healthcare Risk Management (SCAHRM), and the Most Valuable Contribution to the Field of Risk Management in 1993 from SCAHRM.

She is a member of ASHRM, FSHRMPS, and the Risk Management Affinity Group of the American Health Lawyers Associations (AHLA). She is an expert and educator in the health care risk management areas of risk financing, loss control, claims administration, early intervention programs, enterprise risk management (ERM), strategic planning, and reengineering. She is a well-known speaker on risk management issues on a national level. Her professional and committee activities are numerous.

Fay Rozovsky
Ms. Rozovsky is President of The Rozovsky Group, Inc. An experienced healthcare risk management consultant and attorney, Ms. Rozovsky works with clients along the continuum of care, providing healthcare professionals, organizations and leadership with practical risk management and patient safety solutions.Ms. Rozovsky has lectured extensively and authored or co-authored over five hundred articles and several books including Consent to Treatment: A Practical Guide, Fourth Edition. Ms. Rozovsky received her J.D. from Boston College Law School and an M.P.H. from the Harvard School of Public Health. She is an Affiliate Associate Professor in the Department of Legal Medicine at the Virginia Commonwealth University School of Virginia. Ms. Rozovsky is admitted to the practice of law in Florida and Massachusetts.

Fay is a Distinguished Fellow of the American Society for Healthcare Risk Management and a Past President of the Society. In 1998, Fay was awarded the Distinguished Service Award. She is a faculty member in the ASHRM Barton Certificate Program in Healthcare Risk Management.
